Job Description
Salt Lake City is a thriving environment experiencing rapid growth and planning ahead for generational development. The City Council Office is seeking an experienced policy analyst, focusing on City budgeting and public policy. The analysts' work is critical to the Council’s role in advancing the Council’s priorities and reviewing and approving budget and policy recommendations from the Mayor.
Under the direction of the Council Office Executive Director and Deputy Directors, this position performs complex analytical assignments involving policy development, budget analysis and review of municipal functions, operations, capital planning, economic development, housing, sustainability, transportation and public safety.
Responsibilities are performed under general supervision and include developing work plans; budget comparison and research; gathering, organizing, analyzing and verifying information; developing presentations and staff reports which identify and summarize issues and recommend options to proposed policy or legislation; and working with members of the administration and the public.
Position Details: This position will remain open for three weeks and is set to close at end of day on January 31st, 2025 unless it is deemed necessary to extend the posting. Please note this vacancy announcement may be used to fill additional Budget & Policy Analyst positions within the City Council Office.
Salary: The suggested salary range for this position is $100,000 to $125,000 based on the selected candidate's qualifications and experience.
Typical Duties
- Provides general information to the public and City Council Members related to municipal budgets, capital planning, and issues or budget prioritization related to providing City services . Prepares Council correspondence and reports relating to said issues.
- Identifies, researches, and analyzes public policy proposals and legislation with an emphasis on budget and policy development, budget analysis and review of issues related to municipal functions, operations, capital planning, economic development, housing, sustainability, transportation and public safety. Prepares staff reports for Council consideration. Staff reports review policy implications and identify ties to policy directions/statements previously made by the City Council and/or the City (i.e. the strategic plan, legislative intent statements, etc.). Responds to Council Member requests for policy/program information, analysis, and proposals.
- Assists Council Members and staff when addressing citizen concerns or requests for information relating to municipal budgets, including but not limited to transportation, housing, public safety, utilities, open space and development related issues.
- May serve as the Council staff contact on a variety of specific issues, such as any municipal service, infrastructure or development, etc. Responds to Council Member requests for assistance with citizen problems or requests for information.
- Performs a variety of staff duties to assist with the operation of the City Council Office. Provides general assistance and information to the public related to City policies, processes and procedures.
- Coordinates with other Council staff members on special assignments, including writing newsletter and legislative update articles, conducting research and analysis, responding to public inquiries, and other projects as assigned.
- Serves as Project Director or Council representative for specific projects as assigned by the Executive Director/ Deputy Directors. Provides Council staff support and shares Council staff responsibilities for general growth management issues.
- May serve as the Council Office liaison to various Boards, Commissions, and Committees, both in the City and related stakeholders. Monitors the agenda items and minutes and, when necessary, attends meetings. May participate on other task forces and committees as assigned by the Executive Director/ Deputy Director.
- Performs other duties as assigned by the Executive Director or Deputy Directors. Develops and maintains ongoing working relationships with Administrative department representatives, stakeholders, outside organizations related to assigned areas of focus, and legislative staff members for support as needed.
Qualifications
- A bachelor's degree in public administration, urban planning, accounting, business, or related field is required. Master’s degree in similar field(s) is a plus. Four years of progressively responsible experience in budgeting, capital planning or public policy analysis. Education and experience may be substituted on a year for year basis.
- Knowledge of state and local government processes, and community organizing/planning is recommended. Ability to establish and maintain strong working relationships with all levels of staff and management in the public and private sectors.
- Ability to communicate effectively both in writing and orally and demonstrate public presentation skills.
- Spreadsheet, GIS software proficiency and data visualization skills a plus.
- Bilingual proficiency in Spanish is welcome.
Working Conditions
- Light physical effort. Mostly comfortable working positions, handling light weights, intermittent sitting, standing, and walking.
- Frequent exposure to stress as a result of human behavior and the requirements of the job.
- Some evening work based on City Council Meeting schedules.
