Job Title: Administrative Assistant I – Human Resources & Communications

FLSA: Non-Exempt

Salary Grade I: 7 (Min: $23.32, Mid: $27.40)

This is a temporary, non-benefited position with flexible schedule and hours. This temporary position is expected to last up to 6-7 months from July/August to January/February.

Nature Of Work

Under general supervision, will perform and provide a full range of administrative and technical duties related to the operations of human resources and communications departments. Provides business and organizational support to the Town consistent with the organization’s values and mission statement.

Duties And Responsibilities

HR Technology

Perform a wide variety of HRIS transactions such as personnel transactions related to new hires, promotions, career progressions, lateral transfers, merit increases, performance bonus/administrative increases, voluntary terminations and retirements; status change transactions related to work location, benefit enrollment and supervisor changes.
Acts as a super user in the HRIS system with regard to HR business functions, may assist or lead change initiatives in business processes and updates in the system
Assists with technical support for HRIS software including but not limited to assistance with creating requisitions, onboarding, back-end administration, and employee training.
Acts as technical resource for all departments to provide instruction/guidance and customer service for personnel transactions.

Customer Service & Administration

This position will assist as the primary point of contact for HR business support, providing professional level customer service for employees, management, and the public.Supports and provides assistance across functional areas of HR including, but not limited to benefits questions, recruitment and onboarding.
Assists in file management and I-9 Compliance. Assists with audits as appropriate.
Assists with required online development trainings and other safety trainings.
Assists with orientation for all new hires.
Assists applicants and employees with processing and completion of Human Resources documents
Coordinates Town interviews.
Prepares and publishes job opportunities
Coordinates and conducts all required pre-employment background checks, such as criminal history, social security number validation, motor vehicle records, employment & education history and references

Employee Housing

Assists in the management and coordination of the Town’s internal housing program
Processes employee rent deductions via payroll based on ledgers and leases provided by the Transit and Housing Coordinator.
Coordinates with finance team to ensure that proper rent deductions occur for participants in the Employee Housing Program.
Verifies payment to the finance team for all move in fees/charges/prorated rent/deposits from participants in the program that were facilitated by the Transit and Housing Coordinator.
Notify finance team when employee deposits need to be transferred to another unit at VCA.
Maintains files for all fees and rent deductions paid by Employee Housing Program participants.Completes ordering and invoice processing for items needed for the Employee Housing Program.
Assists employees with questions regarding rent deductions and payroll related questions concerning their rent deduction.
Communicates with finance team when units are added or are relinquished from the Employee Housing Program inventory.
Complete deposit refunds when employee(s) move out of housing based on information provided by Transit and Housing Coordinator. Processes purchase orders (or through payroll) for refund of deposits.

Communications

Assists with internal communication including the HR Newsletter and HRIS homepage
Coordinate with IT and PIO and complete ongoing updates to employee email list (seasonal, part-time, full-time).
Assists with managing Town’s external webpage
Assists with social media needs

Additional duties as assigned

Minimum Qualifications

High school diploma/GED with at least two years human resources, personnel or business administration experience or any equivalent training, education or experience, preferred.

Licenses/Certification(s)

Possession of a valid Driver’s License is required.

Knowledge, Skills & Abilities Required

Knowledge of: Principles and practices of human resources; federal, state and local labor and employment laws and regulations governing human resources activities; recruiting methods and techniques; interview processes; personnel records and documentation; drug screening processes; payroll principles and practices; human resources/payroll software and standard computer software applications. Experience in use of social media platforms. Experience with website editing and email marketing software preferred. Spanish language knowledge desired.

Skill in: Coordinating and performing a variety of human resources functions; recruiting full time and seasonal employees; conducting interviews and background checks; preparing new hire packets and maintaining accurate employee records; coordinating and or conducting employee drug screening; verifying payroll; preparing purchase orders; utilizing computerized human resources and payroll systems;Recordkeeping; creating training materials and delivering safety training; ensuring departments and personnel are provided with necessary safety materials, training, and support. Ability to make independent decisions and interpret Town policies.

Environmental Factors

Work is performed primarily in a standard office environment and in and around the Town’s buildings and facilities.

Physical Factors

While performing the duties of this job, the employee is often required to sit for extended periods of time; may occasionally be required to lift and/or move items weighing up to 20 pounds and/or shovel snow.
