DEFINITION
To manage, supervise and direct the activities of the Senior Services Division of Parks and Recreation including such functions as the senior programs, activities, services; to coordinate activities with other City departments and outside agencies and to provide highly complex staff assistance to the Department Director.
SUPERVISION RECEIVED AND EXERCISED
- Receives general direction from the Director of Parks and Recreation
- Exercises direct and indirect supervision over professional, clerical and part-time staff.
Essential Job Functions
Duties may include, but are not limited to, the following:
- Plan, implement and supervise comprehensive senior programs including nutrition and transportation programs, recreational and educational classes and special events.
- Collaborates with instructors from area high schools, colleges, and county, and seniors to create meaningful learning opportunities for senior program participants.
- Meet with individuals and community groups to ensure that facilities, programs and activities are meeting changing needs of the senior adults.
- Markets and promotes to the community, the recreational opportunities for senior citizens that are available in and provided by the City.
- Evaluate program content and the methods used in providing senior services; make recommendations for areas of improvement; implement appropriate recommendation.
- Monitor program compliance with appropriate Federal, State and local laws and regulations.
- Plan, organize and implement a monthly calendar of activities and special events; supervise and direct activities.
- Select, train, supervise, and evaluate staff.
- Assist in preparing the Division budget; administer annual budget, evaluate and maintain the departments Fixed Assets, and evaluate the effectiveness of current systems and procedures.
- Respond to inquiries or requests for services from interested community groups.
- Develop and recommend Senior Services policies and procedures.
- Supervise the inventory of supplies and equipment; approve purchase as needed.
- Determine the eligibility of seniors for the nutrition and transportation programs and special commodities. Ensure completion of all documentation associated with the nutrition and transportation programs.
- Prepare and submit a variety of reports and memoranda on senior services related subjects.
- Recommend changes in program staffing, objectives, policies and procedures to assure maximum effectiveness and efficiency.
- Represent the City on a variety of boards and commissions related to senior adults.
- Prepare grant proposals and applications.
- Attends meetings, seminars, and training courses to enhance professional development, knowledge and skills in Emergency Management; utilizes special Emergency Management computer programs to track resources, emergency contacts and other useful information to assist officials in decision making and problem solving.
- Research and develop training to meet specific needs for senior programming, safety, customer service and other designated areas of need.
- Gather and disseminate department information for inclusion in the Friday memo, Parks & Recreation newsletter, and the city website.
- Perform related duties as assigned.
Physical Requirements
For indefinite periods of time - mobility within an office and field environment; exposure to mechanical, electrical, and fume/odor hazards; exposure to constant noise; writing; walking; standing; sitting; seeing; reading; decision making; reaching above shoulder level; using both hands for simple and firm grasping; clarity of hearing; communicating clearly and effectively, in person, and by telephone; fine finger manipulation; operation of a personal computer, typewriter, fax, copier, tv, vcr, video recorder, stereo, and calculator; operating a motor vehicle through city traffic.
Qualifications
Knowledge of:
- Recreation, cultural and social needs of the community.
- Procedures for planning, implementing, and maintaining a variety of senior services, activities and programs through community participation.
- Principles and practices of organization, administration, and personnel management.
- Standard program evaluation methods and report writing procedures.
- Modern office practices, procedures, methods and equipment.
- Principles and techniques of counseling elderly individuals, groups and families.
Ability To
- Design, develop, and implement recreation programs suited to the needs of senior adults
- Analyze, interpret, and explain Department policies and procedures.
- Supervise, train, and evaluate staff.
- Elicit community and organizational support for programs.
- Communicate clearly and concisely, both orally and in writing.
- Prepare and administer a Division budget.
- Establish and maintain effective working relationships with those contacted in the course of work.
Training And Experience
Five years of increasingly responsible experience in providing services, programs, and activities for senior adults with at least one year in an administrative and supervisory role. A Bachelor's degree in recreation therapy, gerontology, sociology, or a related field.
LICENSES AND CERTIFICATES
Possession of a valid Texas Driver’s License. Ability to obtain within one month CPR, First Aid and AED Certification and Texas Food Manager Certification. Certified Parks and Recreation Professional (CPRP) preferred.
