The mission of the Southeast Louisiana Flood Protection Authority-East (SLFPA-E) is to ensure the physical and operational integrity of the regional flood risk management system across the East Jefferson, Orleans, and St. Bernard Parishes. This includes safeguarding against storm surges from hurricanes and other flood-related events. SLFPA-E is responsible for managing 192 miles of levees and floodwalls, 246 floodgates, 3 Permanent Canal Closure Pump Stations (PCCPs), and 8 marine navigational gates/complex structures.
The Public Information Officer 2 (PIO 2) plays a key role in supporting SLFPA-E’s comprehensive communication efforts across all departments, including engineering, operations, emergency management, police, and administration. Reporting to the Public Information Director, the PIO 2 will assist in all aspects of media relations, stakeholder communications, marketing, and digital content management. The incumbent will engage with a wide range of internal and external stakeholders, ensuring consistent and accurate information flow within the organization and to the public. The PIO 2 is on-call 24/7 to respond to incidents, accidents, or emergencies, and is required to remain on duty during critical weather events and emergencies.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
A baccalaureate degree plus one year of professional level experience in marketing, public relations, library science, and/or the research, written preparation and dissemination of information to the public or on behalf of an organization to its customers through such medium as publications, broadcasting, Internet web pages, social media, or public speaking.
Substitutions:
Experience in marketing, public relations, library science, and/or the research, written preparation and dissemination of information to the public or on behalf of an organization to its customers through such medium as publications, broadcasting, Internet web pages, social media, or public speaking will substitute for the required degree on the basis of one year of experience for thirty semester hours of college.
A baccalaureate degree with twenty-four semester hours in English, speech, journalism, marketing, mass communications, broadcasting, library science, public relations, or a combination of the above courses to total twenty-four semester hours will substitute for the one year of required experience.
Graduate training which included a combination of eighteen semester hours per thirty in English, speech, journalism, marketing, mass communications, broadcasting, public relations or library science will substitute for the one year of required experience.
A master's degree in English, speech, journalism, marketing, mass communications, broadcasting, public relations or library science will substitute for the one year of required experience.

Job Distinctions:
Differs from Public Information Officer 1 by the presence of independent and persuasive responsibility for public information/relations initiatives.
Differs from Public Information Officer 3 by the absence of responsibility for having as the principal assignment more complex duties such as program development of new public relations programs, developing and implementing crisis management plans, training media liaisons, and/or serving as a departmental web or electronic commerce administrator.
Examples of Work
The Public Information Officer 2 will help coordinate and develop content for the internal and external agency newsletter, including photography. This person will provide support to the Administration with the use of the agency’s notification platform. The Public Information Officer 2 will support the Public Information Director in facilitating, maintaining, and posting agency-approved social media content on the agency's various social media accounts. The Public Information Officer 2 will assist with community, stakeholders and partners, further enhancing the agency's relationship with its community. The incumbent will also support the Information Technology (IT) Department with basic IT initiatives as directed by the Public Information Director.
50% Communications
- Assists Public Information Director with public relations programs and components such as scripts, news releases, speeches, brochures, publications, fact sheets, billboards, and posters
- Assists in all community engagement and media relations aspects, including responding to and communicating with media partners and members of the public, as well as federal, state, and local entities
- Maintains media contact lists, gather, prepare and disseminate press releases and public announcements to local and national media, elected officials and parish officials
- Contacts media representatives to pitch news story /inform them of special agency events
- Stay informed of local, nation, and industry news
- Assists in implementing public relations programs for the SLFPA-E which may include Night Out Against Crime events for East Jefferson and Orleans Levee District Police Departments, facility tours, public meetings, neighborhood association meetings and press conferences related to weather events
- Serve as the liaison for the agency’s notification platform, which includes over 1,000 registered stakeholders, residents of Jefferson, Orleans and St. Bernard parish, employees, boating communities and other key industries
- Manage various activities in the agency’s notification platform including updating contacts, monitoring safety, reporting, and messaging features
25% Print, Web, & Social Media Management
- Perform website duties including but not limited to posting and format updating
- Support the Public Information Director in facilitating, maintaining and posting agency approved social media content on the agency’s various social media accounts, as well as engaging with the audience, reviewing trends, and analyzing performance metrics to optimize future content."
- Create, coordinate and develop content for internal and external communications, including agency newsletters, message boards, presentations, and visual media (photography and video)

20% Project Management
- Provides tours of SLFPA-E critical infrastructure and facilities to the public, educational groups, elected officials, and federal, state and local agency representatives
- Maintain relationships with federal and state agencies including FEMA, CPRA, and Army Corps of Engineers to assist them with having access to SLFPA-E critical infrastructure and any technical information they may need
- Assists with administration, programs, training, and special events within the SLFPA-E which include trade shows, conferences, seminars, recruitment fairs, round table discussions, as well as meetings with agency stakeholders and partner agencies
- Work in close partnership with the IT department for the agency's virtual technology initiatives and manage logistical coordination of all audio/visual capabilities including online streaming with vendors / partners on all SLFPA-E platforms for SLFPA-E board meetings
- Serve as project manager for future projects
- Serve as a functional supervisor for all interns
