General Description

The State Engineer's Office is seeking an innovative individual to provide state-wide technical support via the Electronic Permitting System (ePermit), Aquarius, and other custom water rights databases. Systems include application, permitting, adjudicating, and regulating water rights.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Identifies opportunities to innovate, extend and enhance services.
  • Analyze water rights business problems, design solutions, develop plans for implementing solutions, and provide support for complex automated applications.
  • Collaborate with stakeholders on requirements and priorities to design, develop, implement and support agency systems that will improve business processes or services.
  • Create and maintain technical documentation for all systems processes and procedures pursuant to agency standards and requirements.
  • Communicate database design requirements to technical and non-technical personnel.
  • Act as the principal designer for major database systems and the subsystems utilizing a thorough understanding of available technologies, tools, and existing systems.
  • Analyze, maintain and implement solutions for Active Directory, Group Policies, DHCP, DNS, and Update Services to meet the current and future needs of the agency.
  • Analyze, maintain, and implement solutions in a VMware environment. Responsibilities include ESXi architecture, storage, networking, and virtual machines.
  • Analyze, maintain and implement solutions in a Microsoft Azure environment. Responsibilities include architecture, storage, networking, and virtual machines.
  • Understanding and knowledge of Citrix for desktop and application virtualization. Responsibilities include Storefront, XenServer, delivery controllers, and Workspace. Installing, configuring, and deploying applications to specific groups of users.

Qualifications

PREFERENCES:

Bachelor's Degree in Computer Information Systems, Computer Science, Engineering, or a closely related field PLUS one (1) or more years of experience as a Software Developer, Database Administrator, or closely related professional work experience.

Knowledge

  • Practical knowledge of Microsoft Active Directory, Group Policies, DHCP, and DNS.
  • Sound judgment, problem-solving, and decision-making abilities.
  • Practical knowledge of Microsoft server operating systems.
  • Practical knowledge of Microsoft SQL Server installation and administration.
  • Practical knowledge of enterprise virtualization management and storage systems with hands-on knowledge of VMWare.
  • Practical knowledge of Citrix environment and products
  • Practical knowledge of enterprise virtualization management and storage systems with hands-on knowledge of Microsoft Azure.
  • Knowledge of principles of database design, programming (SQL, PL/SQL, Transact-SQL), maintenance and backup, and recovery primarily using various versions of SQL Server and Access.
  • Skills and experience with SQL Server DMS system and databases concepts and best practices; using Crystal Report and Report Sharpshooter to design, develop, enhance, maintain, and deploy various types of water rights and water accounting reports; design, develop, enhance, and maintain agency systems in a variety of languages and platforms (C#, Java, VB, .Net, XML, etc.) to meet changing or to fill new agency requirements; interpersonal, written,n and verbal communications.
  • Ability to develop collaborative relationships to facilitate the accomplishment of work goals and to build strategic relationships among people, work groups, and divisions (both internal and external.

Education

MINIMUM QUALIFICATIONS:

Bachelor's Degree (typically in Computer Technology)

Experience

0-3 years of progressive work experience (typically in Computer Technology) with acquired knowledge at the level of a Computer Technology Business Applications Specialist II

OR

Education & Experience Substitution

4-6 years of progressive work experience (typically in Computer Technology) with acquired knowledge at the level of a Computer Technology Business Applications Specialist II
